P2T vs refresh

Hi, 

We are in the initial phase of implementation and planning.  Given the number of environments we have available to us, we plan to reuse the dev instance for various activities during the life cycle of the project.  During each CRP, we plan to build Dev from ground up.

When building dev from ground up at each CRP, we want to refresh dev with a 'vanilla' copy.  When we request Oracle for help with this refresh, will this be considered a 'P2T' or will this be considered a 'refresh'?
