All direct reports are not available in the compensation plan

I have created a compensation plan based on performance calibration.The plan is successfully working for all line mangers except one manager ( holding a head position in the organization hierarchy). Particular manger has employee, line manger and the HR Specialist roles. Aslo he can see the details of the direct reports of his subordinates. But he can not view all of his direct reports. And this issue is for only this manager.
After raising an SR, given following update.
Bug 28618759 : COMP WORKSHEET DOES NOT DISPLAY ALL DIRECT REPORTS
In R13 18B public cloud, managers having more than 3 direct reports is not visible in the compensation worksheet as List View when the Direct Report filter is used.
