Cannot see Legal Entities or BU's on LOV when defining new Bank Account

We are implementing cloud cash management to process bank statements, no recon, payments or other transactionl activity will occur in the system (this is done in EBS for now). We don't want to use rapid implementation as we are saving that for the future GL/AP implementation, so I manually configured the needed BU's/Legal Entities, assigned the needed data access and cannot see any LE/BU when I try to create a new bank account. What did I miss?
