Is anyone having issues with custom fields not being displayed on the BI reports?

Our normal configurations include:
1.Create custom fields
2.Configure the ILT setup with new values associated to the custom field
3. Enable the applicable field settings for each table ( ILT Session, Enrollments etc) and permissions
4. Select the applicable custom field options/filters on the report
5. Custom values should be displayed on the report
