Submitting/Adding Candidates To "Awaiting Approval" Reqs

Hi - 

In the past I have been able to add candidates to reqs. that are currently pending approval.  I would select the candidates in one req., then do a mass "submit" to move them into the pending req.

As of this morning....it's not allowing me to.

Anyone else dealing with the same issue?

It worked before....is there something I need to change to allow this to happen?  The list I created allows me to select reqs. that are pending.
