We are testing using REST services to create accounts in HCM from an external system and are getting an error around duplicate records, meaning the account doesn't get created. But the duplicate check parameters are not the same as the ones set at enterprise level under Manage Enterprise HCM Information. 


The error we get on the API creation is: You cannot create this employee because the national ID and the combination of last name, date of birth, and first character of first name must be unique. (PER-1531814)
