Has Anyone encountered the an issue when running the batch process "Transfer Workforce Compensation Data to HR" in which no data is updated on the Core HR side?

We have completed our compensation cycle and run the process to be effective on 12/30/18. The process runs and takes about a second to run however no data was updated this includes approx > 4000 records.  Is there something specific that has to be selected when advancing through the train stops to run the process?  We are posting entries (merit/promo) as individual components.  We are not utilizing anything for the stock grant details.  Promotions are effective on 12/30/18 as are the merit increases. We leave all data blank on the Other Details train stop.  We followed these same steps in June for our
