Delete AR Invoice Import Exceptions - will not delete

We have an AR Invoice transaction which is a recurring entry.  It created an error the first month it tried to recur, and they show up as AR Invoice Import Exceptions, but when I open the spreadsheet with the Exceptions I cannot get those lines to delete.

See attached for Exceptions spreadsheet.  (columns I think are not relevant are hidden to make it easier to read)

The Exceptions spreadsheet states that there is an error with the Ship To reference, but shouldn't I be able to Delete it without having to fix any errors first?  So the actual nature of the errors should be irrelevant?
