Do we need separate license for Oracle WebCenter Content(UCM) for General Use

It is mentioned in the Doc ID 2348168.1 that we should not use the Fusion UCM for general purpose and we need a dedicated instance for that. 

Do we need a separate licence dedicated Oracle WebCenter Content instance or Is it part of any other licenses?. Can someone from oracle team give us a clarification on this(the name of subscription required).
