My reporting team is creating a strategy to allow (non-technical) biz users to develop and promote analyses in OTBI.  These are mostly analysts that have deep biz knowledge in their area and will want to create custom reports occasionally.  Any advice for the questions below is appreciated:

1.  Recommended place to allow these users to develop (e.g. always create in My Folders or build a development folder that they all use)?

2.  Only allow them to create in a lower environment and request IT promote to Production?  Or use My Folders in Prod?
