Understanding of how others are complying with Federal ESIGN rules within Taleo EE

We have applicants electronically sign various important documents (e.g. confidentiality agreements) through DocuSign outside Taleo.  Our legal counsel has asked us, in order to comply with Federal ESIGN regulations, to insert language into the initial apply process to address this.  However our legal team is saying it has to be a stand-alone page that only addresses Federal ESIGN (similar to the Disability form) and we need a mechanism to have the applicant agree to the statement (similar to the Background Check Consent form). 

If anyone has addressed this issue I'm curious to understand how, exactly where does an applicant certify they have agreed to the statement in your application flow, what form do you use to complete this, etc.
