Converting xls file into HDL format

Hi ,

 

We have a requirement to create a solution to load benefits data into Calculation Card.

The calculation card for UK can be loaded only via HDL.

The third party provides the data in xls which needs to be transformed to HDL format with additional data from the system.

Could anyone suggest the best method to do that.
