Configuring Checklist Functionalities

Hi team,

Presently, I am working on configuring checklist functionality for a college and have got following requirements. I believe, checklist is limited and wanted to see if there is a solution to meet this requirement. Please let me know if anyone has done this similar configuration in their project. Thank you so much!

Here is a sample process flow.

1 - Employee initiates the checklist and completes the tuition form (dynamic pdf?) via the checklist
2 - Employee submits the tuition form via the checklist to the first approver
3 - That approver takes approval action and routes the tuition form to the final approver via the checklist
