Holiday Sell Plan

We have a requirement to setup Holiday Sell Plan which allows employees to sell holidays during Open Enrollment period. The maximum number of holidays that an employee can sell is based on a number of factors like FTE, working hours, annual leave entilement. For this, we are exploring benefit plan configuration for selling time off and it seems, we can only define a static list of values of employees to choose from. This doesn't work as not all employees are eligible for same number of days. Any pointers on how we can get this working, or other suggestions for implementing
