Edit a Questionnaire Template

While testing my Performance Document, I realized that I would like to make a change to my questionnaire, but I cannot change it.

I was wondering if there is a way to edit a questionnaire template, even after it is included in a performance document and process flow. I accidentally made a question required, and I would like to change that. I assumed that I was not able to change the template because it was included in a performance document. However, I have tried making the performance document inactive, but I still cannot change the required question on either the questionnaire or template. I also have tried making the questionnaire itself inactive, but that hasn't worked either.
