copy from object store to cross region block store within VCN

Summary

is copy of a file in object store (PHX) happening over internet when the dest is a block store in London? can it be done within VCN

hi,

I am copying a 500GB file from Phoenix object store to a block store disk in  London.
i get a rate of copy about 1G per min. or 17MB/sec.
i doubt if the copy is happening over internet and not within the VCN.
would like to confirm if thats the case and if there is any tweak we can do to improve the rate of copying.
Any pointers?
