Can an employee be given access to view all other employee's performance goals?

Can an employee be given access to view all other employee's performance goals?

Using Employee directory, employee can view other employee details.

But we also want all employees to see performance goals of all other employees, via the left navigation. 

If an employee creates a goal and makes it public, we want everyone to see it on their goal plan

Currently, when an employee navigates to the directory, selects a person, and selects to view the goal plan, a permissions error occurs.

While I see privileges to view all Development goals, I don't see one to view all Performance Goals.
