Can I not just have a local sourcing rule with supplier and supplier site for back to back item ,do I still need to have a global sourcing rule with item or a local sourcing rule with item and org, for every back to back item ,do I need to have a rule with supplier and supplier site and either a global sourcing rule same item or a local sourcing rule Item and org combination.

what is the Business reason having to have both sourcing rule for same back to back item?
