Element Entries Locked / Not Working in 19a

Morning all,
It's been reported by our Payroll team that they cannot enter any elements in the Manage Element Entries screens within an employee record. I've tried to validate this myself and received the attached error message.
Have any privileges been amended surrounding this task? I couldn't see anything in the Readiness documents but I'm not familiar enough with Payroll to know what all the changes mean.
Has anyone else encountered this yet?
