Is it mandatory to have Requisitioning BU specified on Negotiation Lines?

We will be creating Negotiation in Cloud and then sending the award decision to Oracle EBS. Is there a need for me to specify to Requisitioning BU on Negotiation Lines? If I do not will this create an issue when creating data for sending to EBS?
