Compensation change letter

Summary

Managers unable to View Compensation Change Statement for employees

When we try and Generated Change Statement for Administrators, Managers & Workers. Administrators & Employees can view the Statements but they are missing from the Manager. 

Log in as a Manager 
My Team -> click on employee -> More -> Compensation - no Statement section visible at the bottom  Has anyone else encountered this? We are on R13 18C.
