Application error when performing upgrade mapping and not able to find Competency Section in Job Profiles

We are currently in the implementation phase.

Question 1: Is it mandatory to switch to the enhanced version? We are using Oracle Learn. Can we switch back to the old UI?

Issue 1

Trying to Upgrade to the Enhanced Talent Profile, the last step in 'Manage Profile Upgrade Mapping' throws an application error. Screenshot attached.

Issue 2

We are unable to find the Competency Content Section under two navigations: 

1) My Client Groups -> Profiles ->Manage Profile Types -> Jobs -> Add Content Section. Only 1 section available. Screenshot Attached.
