Bank Statement Detail Missing Foreign Currency Information

Does anyone know why if I have rates in the system, why the Foreign currency information section of a bank statement line doesn't appear? See attached screenshot. With that, then that means I cant see the exchange rate I was hoping to see in the bank statements subject area, and this is preventing me from creating the report I wish to create showing a bank account, date, original currency and its amount, then a usd equivalent currency and show the associated fx rate. The fields are available but not populated. Yes, we are loading the daily rates before we import
