Clarification of PCM Metadata Flat-File Approved Encoding

We came across this finding while attempting to produce metadata flat-files through DRM.  The PCM documentation states that both .TXT and .CSV are approved file-formats but there is no mention of what type of encoding is to be used.  Through various attempts, we have narrowed this down to ANSI as the acceptable encoding format.  The odd part is that when exporting a dimension from PCM, the encoding is Unicode, yet the update of dimensions will fail when using a file generated from DRM with similar encoding.  The encoding formats that were tested were:
