key issued for Fusion Profile Management to Release 19A- who should apply?

We are using ORC and are on 18c; Our go live is not for another year. With the 19a upgrade coming, we intend to take advantage of the new profile management changes.  Our CSM provided us with documents to prepare for 19a and one of them is requesting a POD upgrade key for Profile management .

Can someone tell me if this is required for customers who have not gone live yet but want to take advantage of the new features? there are 2 documents, one is "Upgrading Oracle Fusion Profile Management to Release 19A – Controlled Availability" and another called "Using Enhanced Talent Profiles Release 19A – Controlled" . I am confused on which one to follow as the instructions don't get into who should do this.
