Till Cloud R12, I need to add the new Account in Base and Current Hierarchy which would made the Hierarchy as 'Draft'. You need to do submit Online Audit to make both the hierarchies 'Active'. And finally run concurrent program 'Update Balances Cubes Chart of Accounts Dimension Members and Hierarchies'.

But with R13, I see that when I go to Hierarchy (update Tree Version), I see a new option - 'Update tree nodes while keeping the tree version active' which if you check, will keep the Hierarchy 'Active'. So, there is no need to do 'Online Audit'.
