Need to find details of 'Issuing Authority'

Within the Calculation Componet Details field for an 'Attachment of Earnings Priority' deduction, there is a field called 'Issuing Authority' but I can't find this anywhere in the database, I had assumed it would refer to an organisation in HZ_PARTIES but it doesn't.  Can anyone help me with this please?
