Unable to Update W4 in ESS

When trying to update W4 in HCM, system presents a pop up

When trying to update the Federal w4 form it pops up a message asking if I want to open, save or cancel.  If I say open it actually opens up the pdf file vs opening up the w4 within HCM.  Anyone know why this is popping up?  Using IE 11.xx and Adobe Reader DC.
