Feedback Notes Marked Manager only

All, my company just implemented a process that requires a manager to input feedback notes every month. The problem is that HR cannot track it if manager marks the notes  "Manager Only". Does any one know how to make manager only notes display to a certain role other than the manager who added the notes?
