CLI works for admin and not general user

Hello,

I have two users, user 1 is in Administrators group, user 2 is in the RestonGroup group.

User 1 can create a bucket via the CLI and user cannot using the exact same CLI orchestration methodology. I cannot figure out what I am doing wrong. I assumed "Allow group RestonGroup to manage object-family in compartment RestonCompartment" would give user 2 the right to create a bucket in the RestonCompartment compartment, but it fails. When we use user 1's api keys - it works. 

Here are the polices governing the Administrators and RestonGroup group.
