Work Relationship Start Date zero's

Report returning a value of 0-00-00 for Work Relationship Start Date

Hi - We have a report where we are trying to capture all our transfers in a defined period, and the results are generating duplicate lines of data for some employee's, with the historical line (i.e. not the most recent data) has a Work Relationship Start Date of "0-00-00".  Copy of the xml attached.  My colleague suspects it is being caused by data that was imported into the system from a legacy system.
