Requester field on Mass Assigning goals returns no results

When using Mass Assigning for goals, we need to enter goals on behalf of a group manager. The Requester dropdown contains no names.

When mass assigning a goal, a goal administrator is unable to return any results using the REQUESTER field.

I believe this is a permission issue. However I can't find any documentation that shows which permission is tied to this functionality.

We created a custom role for a Goal Manager, copying the Oracle delivered role. We have an administrator just for goals so needed her to have access to manage just goals (versus an HR Analyst role for example). She has permissions to mass assign, but when she searches to select a requester, no results are returned. She is mass assigning goals on behalf of other leaders.
