Allow employees to see goals for all employees in the organization

Request is to allow all employees to see goals of all other employees in the organization, if they are shared goals

Good morning.  I have a request from a client where they would like ALL employees to see goals for all other employees, as long as the goals are shared.  They only should have 'view' access to the goals.

The client is not using Organization goals, but they want an employee to be able to see the goals of their mangers, their higher level mangers, peers, etc.

Thoughts on permissions, privliges and roles to make this happen?
