GL Journal - Disabling Reversal privilege for certain users

Business need is " not all users should be able to reverse a posted journal" 

User A should NOT be able to REVERSE a journal. 
User B should be able to REVERSE a journal. 

What are the options available to achieve this ? 

A) Role Customisation 
 Page customisation (user specific) 
C) Any other ?
