Applicants allowed to bypass assessment block without completing assessment

Hi,

We currently have our assessment provided by a vendor in the middle of our application flow. Applicants are allowed to bypass the assessment by clicking the link, closing the application, logging back in, and clicking "Save and Continue". Applicants can complete their application without completing the assessment. We want to leverage the vendor's assessment algorithm to identify strong applicants for the position.

Essentially we want the applicant to be restricted from moving forward with their application until the assessment has been completed.

Have Taleo users experienced similar issues? If so, what was the resolution to restrict applicant's from completing their application until their assessment has been completed?
