WFC Salary Transfer Issue

As a part of the closeout process I ran the job to transfer and post the data, and salary (merit, promotion, and market) changes to HR from the WFC module.
I am combing through some reports and audits and I have noticed in instances the salary change is posted with the correct effective date but the actual salary is not changed.
Example:
Worker has a merit change for 4/1/2019 for $3,441. In the WFC module sheet it shows the merit increase, in the post transfer reports it shows it was transferred from WFC and posted. When I go to HCM > Person Management > Manage Salary> I can see that there is a new 4/1/2019 effective dated entry with the Merit Component adjustment at the bottom but this worker's actual salary did not change by the $3,441 amount. It is the same amount as before.
