Recruiter seeing requisition they are not listed as the recruiter

Hi all - before I submit an SR, I wanted to throw this out to the group to see if I am missing something ... I have a requisition where Recruiter A transitioned the recruiter to Recruiter B.  Recruiter B then transitioned the recruiter to Recruiter C.  Recruiter A and Recruiter B are not listed in the Owner section (not as a Recruiter, Hiring Manager, Collaborator, etc.). 

Recruiter C can see the req (listed as the recruiter), as expected.  Recruiter B CAN NOT see the req, as expected.  However, Recruiter A CAN see the req, NOT expected.  I also checked the delegation in SmartOrg, and nothing is turned on there.  I did confirm the filters are set to "Show requisitions I own".
