Default Country in Customer Address is incorrect

The Country that defaults when creating a new Customer is incorrect.Content
We recently moved to a new instance in 19A and did setups from scratch. Our previous instance had the correct Country default in when creating a new Customer. United States is the current default, it needs to be Canada.
Under Manage Receivables System options default country is Canada.
I am not seeing any settings under Manage Receivables Profile Options that are country or address related.
What am I not seeing or doing correctly?
