How to create a minor Recruiter role with limited access to Job Requisition actions

How to create a role for a secondary Recruiter user type with limited access to Job Requisition actions

Hi, 

I would like to create a role for a secondary Recruiter user type, with the following features: 
- It must enable the user to create Job Requisitions 
- It must NOT enable the user to modify the Job Requisition details once it has been submitted - and eventually approved - (so, when the Job 
Requisition is in "Job Formatting - In Progress" state) 
- It must NOT enable the user to access to the "Posting" tab, so the user must not be allowed to post Job Requisitions
