I have set up a network of Cross Validation Rules, but there seems to be times when they just don't get applied, and other times when they do.

Under what conditions do CVRs not get applied?  And is there anyway to overcome that?

Some entries post incorrectly because the CVRs are not applied, and then they have to be journaled to correct them, but the journal runs up against the CVRs so I have to turn off the CVRs, post my correcting journal, then turn them back on again.

So why are they not applied for every entry?
