Notifications not being sent when Organization Goal Published

System Notifications are no longer being sent when an Organization Goal is Published

Previously, when an executive published an organization goal, they received a Confirmation within HCM Cloud that said, "The goals were published."  Then everyone reporting directly and indirectly to the executive would receive an email that an organization goal had been published (or updated).  Now, when an executive publishes an organization goal, they receive a Confirmation within HCM Cloud that says, "The selected goals were published.  Your direct reports were notified."  And now, only direct reports are receiving the notification.  Was there a change to this module recently?  We do have the Talent Notification turned on for "Worker receives notification when
