Not ablt to create Content Types


Hello All,

We are starting to work on a new 19A test env, and found the Create icon on Manage Content Types page is greyed out (see below screenshot), so we are not able to create any custom content types.

We were working on a 19A dev env, on which we don't have this issue.

Anybody had seen this issue before? And how did you resolve this?
