Doubt about webservices automations in Oracle Fusion

Dear Cloud Customer members,
Our customer are looking to a workaround to solve the REST API lack related to worker goals. Worker goals could be Created/Edited/Deleted by HDL, but it need to do this by REST API. The mentioned service is not available yet in Oracle HCM Fusion Cloud, so we are looking to present to our customer two solutions: Spreadsheet and HDL, but we have an important doubts:
- Are there any way to automate the HDL process for our customer?
- If no; the template should be filled always manually and then loaded manually into the system by Data Exchange tool? (any other way?)
