File Size Limit & Uploading files in Onboarding

Looking for suggestions for file size limit that allows new hires to upload in Onboarding without hamstringing users in Recruiting

We are very interested in allowing our new hires to upload documents as part of Onboarding.  For example - we'd like for our new hires to be able to take a photo of their bank document or government ID on their mobile phone and upload it, but we are bumping into our file size limit.  We recently increased our per attachment limit to 2MB, in order to accommodate larger resume files but that does not seem to be enough to allow new hires to upload too.  Unfortunately, increasing the per file size limit also restricts the number of attachments in other
