Default Line Type=BILL ONLY in FOM

We have created a pretransformation defaulting rule using task 'Manage Pretransformation Rules for Sales Orders’ to always default line type= Bill Only if category = ORDER, and for bill only line type to set the BillingTrxTypeID, However the defaulting doesn’t happen for some reason, i have released the rules as well. Any pointers?
