How can the manager evaluate the same competency as the staff?

Hello

We need to have our managers to be able to evaluate the same competencies as the workers.

We have 3 levels of competencies. The first level (core) is working well and both can evaluate 8 common competencies.

Now we are setting 21 transversal competencies and if the worker or the manager is evaluating the same competency, only the last evaluation remains.

What are we missing?
