Unable to access Administer Compensation for workers

We created an Individual Compensation Plan and configured plan access action to 'Administer Individual Compensation' as a client requirement so the plan can be accessible to HR and Compensation Managers (restricting line managers).
We receive a warning/error when trying to administer compensation for workers. The warning states: "You do not have permission to access this information. Contact your help desk. (FND-13)'.
What access would one need to be able to 'Administer Compensation' for workers under Individual Compensation?
