Requisition Approval error after 19B update

After applying the 19B update we are encountering a weird issue when approving a Requisition

Hi Gurus-


Have anyone encountered the below error after 19B upgrade for Requisition Approval process?
Steps to replicate
1. Create a Requisition using requester/user that was not included on the Approval group to be use
2. Submit Requisition
3. Log in as one of the Approver included on the approval group
4. Approved the Requisition
5. Error box with message of "An Error occured. Contact your help desk (FND-2) " displayed


I have also attached the documentation for this issue for clear view of the issue.
