OCI: Create Compute Instance in the us-phoenix-1 region not functional. Is it related to browser?

Summary

Participant of the monolithic to microservice 4 weeks webinar. clicking on Create Instance first displays all components then quickly displays a blank page. Cannot create a compute instance.
