Report for users with current roles

Hello Folks - We have been using below report to satisfy one of our downstream system for periodic audits. Requirement is to have below columns as per report with list of all current active users along with their current roles. Works fine for majority of the users(FTEs).

However, we also create few user accounts manually via security console and grant them access to application.these are contractors who are not present in Fusion (they are not present in Person Management page). I noticed that below query doesn't fetch contractors. Upon further research, i noticed that they are not present in HZ_USERS table.
